Unveiling Our "Budget of New Beginnings" for LCDA Development
It is with great pleasure that I announce the formal presentation of our 2026 Appropriation Bill to the Legislative Council on Monday, December 15, 2025.
I have aptly titled this fiscal plan the?Budget of New Beginnings.? This comprehensive proposal represents our unwavering commitment to accelerating development and enhancing service delivery across our LCDA in the coming year.
In my address, I stressed that this 2026 plan is strategically rooted in our core framework: the ACHIEVES Agenda. This agenda remains the guiding principle for governance and progress within my administration.
I was deeply encouraged by the support and positive reception from the political leadership, who acknowledged and applauded the vision and commitment demonstrated by my team.
